The Department of Labor and Employment has issued Department Order No. 252, Series of 2025, revising the Implementing Rules and Regulations (IRR) of Republic Act No. 11058, otherwise known as the “OSH Law.” This Order strengthens the enforcement of occupational safety and health (OSH) standards across all workplaces, including micro, small, medium, and large establishments, co-working spaces, and high-risk sectors such as construction, mining, and energy. Key provisions include mandatory OSH programs based on risk classification, designation of qualified safety officers and health personnel, provision of welfare facilities and emergency medical supplies, and the free distribution of personal protective equipment (PPE). Workers are further empowered with the right to refuse unsafe work and report hazards without retaliation. Establishments found non-compliant may face escalating administrative fines, while those demonstrating exemplary OSH practices may qualify for incentives.
